| Iraq Program Office Director - Community Stabilization Program General Description of Role: The Program Office Director/Iraq will be responsible for program management and financial and administrative oversight of IRD’s Community Stabilization Program (CSP) in Iraq. The CSP is a 28-month USAID-funded program designed to focus local energies toward productive economic and social opportunities and away from insurgency activities. It is a new initiative to jump start economic development and create jobs in specific areas. The primary objectives of CSP are to: • Create jobs and develop employable skills with a focus on unemployed youth; • Revitalize community infrastructure and essential services; • Support established businesses and develop new sustainable businesses; • Help mitigate conflict in selected communities. Main Responsibilities: • Monitor program implementation and performance that includes, program objectives and indicators, budgets, donor regulations, and compliances. • Ensure continuous compliance with donor funding requirements during project implementation • Manage and lead IRD staff, consultants and contractors to ensure timely and efficient program implementation. • Represent IRD to donors, international NGOs, local communities and government of Iraq • Provide financial management of the program in collaboration with Director of Finance and HQ. • Prepare monthly and quarterly reports for submission to IRD HQ. • Supervise improvement of HR and admin systems and adherence to field office administrative policies, oversee personnel recruitment, training and supervision. • Coordinate with other IRD CSP Program Office Directors in Iraq. • Performs other duties as assigned. Minimum Qualifications: • Relevant post-graduate degree. • At least 8 years experience in program management. • Experience working in a similar position in an NGO or an international organization is required. • Excellent English skills, both oral and written. • Demonstrated skills in project management, oral and written communication, public relations, budgeting and financial monitoring and planning. • Experience working in Iraq or post-conflict environments. • Track financial aspects of CSP, including budgets, projection of expenses, pipeline analysis, processing of expenses, and vouchers. • Knowledge and understanding of international development programming, project development, grant administration and management procedures. Understanding of principles, methods, practices, and operational procedures of a variety of successful private business enterprises or NGOs is desirable. • Knowledge of the dynamics of economic and social development, including the framework of NGOs assistance and development programs; networking through an international community; project designs and implementation; potential impact of project and non-project assistance on development; and the formulation of development policies, strategies and methodologies in the private sector. • Experience in developing and maintaining liaison with the NGO community, assuring effective communication with the PVO/NGO sector to achieve IRD objectives. • Knowledge of and/or experience with USAID programs in Iraq. • Excellent ability in English, as well as excellent oral and written communication skills; knowledge of Arabic preferred but not required. | |
