| Director of Finance and Administration, CSP Iraq General Description of Role: The finance and administration Director is responsible for the management of the finance and operations activities for IRD programs in Iraq. She/he will supervise the finance officers in all IRD field offices. The Finance and Administration Director will ensure that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. In addition, he/she will manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation. She/he will track all project expenses and will prepare monthly financial reports for HQ. She/he will also prepare monthly and yearly budget projections and will maintain data on expenditures by line item, as well as produce and analyze budget variance reports. Under the guidance of the Chief Financial Officer-HQ, the Finance and Administration Director will manage all financial aspects of the IRD programs in Iraq and will have responsibility for the efficient implementation of the administrative and financial processes. Main Responsibilities: 1. Manage the accounting, finance and administration components of the IRD projects in Iraq, including the various petty cash funds and field office finance, accounting and administrative activities; 2. Coordinate and oversee all IRD tendering and procurement activities in Iraq, ensuring strict compliance with IRD and donor regulations. 3. Manage all administrative functions and ensure the effective and efficient operation of all IRD/Iraq offices. 4. Establish and manage an efficient human resource operation for all international and local staff. 5. Support the COP in project budget planning and management; 6. Prepare expenditure analysis for overall program, and field offices; 7. Maintain accurate and timely financial information; 8. Administer payroll for Field office staff. 9. In consultation with the COP, prepare cash projections for the programs; 10. In consultation with the COP, prepare fund requests for programs and operations; 11. Review and approve all vouchers prepared by the finance officer (disbursement, receipt and general journal vouchers) for expenditures and ensure that expenses are reasonable, allowable and allocable to the project; 12. Coordinate payment of invoices with the field finance officers; 13. Review and approve field office fund request; 14. Prepare, review and submit monthly financial reports to the COP; 15. Supervise and provide leadership, mentoring and training to the field office finance officers; 16. Review petty cash replenishment requests prepared by the finance officers and ensure compliance with IRD policies and procedures regarding petty cash; 17. Monitor employee time keeping and payroll payment procedures; 18. In consultation with appropriate program staff, prepare and review project budgets and realignments; 19. Consistent with IRD's efforts to promote equal opportunities in the workplace, incumbent will make all job-related decisions in accordance with IRD's Anti-discrimination policies. 20. Undertake other duties consistent with the general scope of work as assigned by the COP Required Qualifications: 1. University degrees in accounting, finance, economics, management, or similar field (relevant experience and another university degree may substitute for degrees mentioned) 2. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team 3. Prior experience as director of finance for an INGO or an international organization 4. Proven ability to provide timely and accurate financial reports 5. Ability to stream-line activities and not create unnecessary work for yourself/colleagues 6. Willingness to travel to towns throughout Iraq and internationally on project business 7. Create supportive working relationship among all ICAP program components 8. Ability to work effectively in a fast-paced, stressful environment. Must be flexible, willing to perform other duties and work irregular hours. Language Skills: Excellent English communication skills, both oral and written required. Knowledge of Arabic is helpful. Work Relationships: Frequent contacts inside and outside IRD involving a wide range of organizations, including GO Iraq and US / Multilateral Donors. High degree of integrity and amiable disposition are desirable in building appropriate internal and external relationships. Supervision Exercised and Guidance Given: Supervises all finance and admin staff and consultants employed by IRD in Iraq. | |
