| Human Resource Specialist The Commissioning post of Human Resources Specialist is being established as a contract appointment to be responsible as key member of the commissioning team for bringing the hospital into operation. The post holder is responsible to manage the commissioning process for Human Resource Services in the hospital facility as follows: To develop a comprehensive HR service for the hospital, supporting and enhancing its ability to deliver the highest quality healthcare service to its patients. To manage the commissioning of all aspects of the Human Resource Services system and associated areas and oversee any supporting working groups set up to undertake detailed work To develop detailed recruitment plan covering both local and multi-location international recruitment Develop detailed mobilisation plan including timetables for the recruitment and mobilisation of all staff Manage and oversee the recruitment of all staff Develop, in conjunction with other commissioning team members, induction, orientation and training programmes for all staff with a particular emphasis on Health and Safety of both staff and patients. Advise Divisional Directors on conditions of service of staff. Establish staff appraisal methodologies throughout the hospital in accordance with hospital and CCHSA requirements Develop grievance and disciplinary procedures Support the development and implementation of Human Resources policies, procedures and practices to maximise the impact of the HR function in support of hospital’s aims and objectives. Provide high quality specialist Human Resource advice on areas of responsibility as well as in support of colleagues in their areas of responsibility. Establish system to record staff individual working hours to ensure compliance with directives. Develop and implement effective communication strategy with all staff. Identify educational needs of staff, develop programmes to meet these needs and help towards their professional development. Establish system to facilitate the regular and effective use of staff development and performance review throughout the hospital. Participate fully as a member of the Commissioning Management Team and prepare a written report on progress for each meeting of the committee and any other reports as requested by the Commissioning Director Identify and report immediately in writing to the Commissioning Director potential conflicts which arise in the commissioning process and provide recommendations for resolution. To support fully the Commissioning Director in their duties in addition to undertaking any additional tasks as requested to ensure the hospital opens on time. A University degree or relevant professional qualification Management qualification an advantage Experience Minimum of 5 years in a Senior Human Resource Management Role. Skills and Knowledge The appointee will demonstrate competence including: Demonstrate evidence of personal responsibility for achieving measurable improvements, at department level, across a range of Human Resource Management activities. Demonstrate evidence of taking a leadership role and achieving successful outcomes. Have excellent communication skills, both orally and in writing. Have a detailed knowledge of Clinical and Non Clinical Posts. Terms and Conditions of employment and their application in improving the productivity of the workforce. Have experience or knowledge of dealing with ‘Maintaining High Professional Standards’, a framework for handling concerns about clinical staff (medical, nursing and dental).
