ICT (IT) Specialist

The Commissioning post of ICT Specialist is being established as a contract appointment to be responsible as a key member of the commissioning team for bringing the hospital into operation. The post holder is responsible for the strategic planning, development, management and operation of the hospital's Information & Communication Technology (ICT) infrastructure, making sure that these services support the day-to-day operation and the continuing development of the organisation. The post has the following key elements:

The ICT specialist will be responsible for the provision of expert advice and the delivery of complex technical solutions across a range of systems including data communications networks, security and desktop/ sever management.

Oversee the deployment of all resources allocated to this area and will be responsible for aligning priorities with the wider Informatics plans ensuring that the ICT services are delivered in accordance with all relevant standards and policy.

 To manage the commissioning of all aspects of the Information & Communications Technology system and associated areas and oversee any supporting working groups set up to undertake detailed work

 Prepare the ICT infrastructure aspects of the hospital’s informatics strategy and annual work programme, taking account of regional and local initiatives, as well as emerging technologies.

 Lead the implementation of the technical aspects of the Informatics work plan, reporting progress as required.

 Lead in introduction of ICT developments and manage the process of obtaining internal and, where necessary, external approvals in line with local and regional procedures and standards.

 Take responsibility for the formulation of policy, procedures, standards and guidance for both technical operations and for users across the hospital.

 Support MoH on the monitoring and review of contracts and service level agreements for ICT services.

 Establish systems for ensuring that all ICT operations including infrastructure performance monitoring and maintenance systems interface management, Helpdesk and the out-of-hours on-call rota function effectively.

 Lead on the development and maintenance of a secure and resilient ICT environment, supporting business continuity in the event of ICT failure.

 Ensure corporate ICT risks are identified and managed in line with the hospitals risk management policy.

 Ensure compliance with all relevant legislation, standards, policies and codes of practice in relation to, for example, procurement, security, health & safety, disposal of equipment and software licensing.

 Ensure that staff and technical resources are appropriately deployed and utilised.

 To participate fully as a member of the Commissioning Management Team and prepare a written report on progress for each team meeting and any other reports as requested by the Commissioning Director

 To identify and report to the Commissioning Director potential conflicts which arise in the commissioning process and provide recommendations for resolution

 To support fully the Commissioning Director in their duties in addition to undertaking any additional tasks as requested to ensure the hospital opens on time.

Education

 A BSc. in Information & Communications Technology or equivalent
 Post graduate qualification an advantage


Experience

 Worked for at least 5 years in a senior management role in the delivery of ICT services.
 Evidence of continuing professional development within the past two years (e.g. ITIL, MCP).


Skills and Knowledge

 The appointee will demonstrate competence including:
 Knowledge of best practice for delivery of ICT services
 Ability to understand highly complex and specialised technical matters
 High interpersonal and communication skills
