Clinical Engineer The commissioning post of Clinical Engineering Specialist is being established as a contract appointment to be responsible as a key member of the commissioning team for bringing the hospital into operation. The post holder is responsible to manage the commissioning process for all aspects of, and related to healthcare technology in the hospital facility as follows: The Clinical Engineer will take responsibility for the acceptance of all bio-medical equipment, including supervision of its installation, calibration and testing. He/She will also take responsibility for establishing the Clinical Engineering Department, ensuring that patient care instrumentation use throughout the hospital is safe and effective.  To manage the commissioning of all aspects of the Clinical Engineering Service and associated areas and oversee any supporting working groups set up to undertake detailed work  Oversee installation, testing and calibration of equipment and receive certificates of acceptance from MoH  Receive supplier’s warranties, maintenance and service level agreements from MoH  Receive and accept all relevant equipment from MoH  Establish departmental policies and procedures that are consistent with Hospital Policies and Procedures and which promote organised operation of the facility.  Supervise user training programmes  Establish standards of practice consistent throughout the health system, and ensure international accreditation standards are met.  Establish system for monitoring the effectiveness of departmental programmes and promote new technology and programme ideas to maintain international best practice standards.  Support the MoH when reviewing new technology for patient care, the development of specific medical equipment acquisition, the test procedures for medical devices and the design of custom devices as needed.  Develop a planned preventative maintenance programme for all medical equipment, including radiology equipment, through adjustment or replacement of items on a scheduled basis to prevent equipment failures in accordance with manufacturer’s guidelines.  Support the MoH with the review of supplies, instrumentation, and facilities in the Hospital and recommend required or desirable changes. Specify requirements relative to national code and standards of accreditation requirements.  To participate fully as a member of the Commissioning Management Team and prepare a written report on progress for each meeting of the committee and any other reports as requested by the Commissioning Director  To identify and report immediately in writing to the Commissioning Director potential conflicts which arise in the commissioning process and provide recommendations for resolution.  To assist the Commissioning Director in the organization and transfer of staff and services into the hospital.  To support fully the Commissioning Director in their duties in addition to undertaking any additional tasks as requested to ensure the hospital opens on time. Education Bachelor of Science in Clinical Engineering. Experience  A minimum of 5 years clinical experience.  Management and leadership experience.  Experience with MRI and CT equipment preferred. Skills and Knowledge The appointee will demonstrate competence including:  Effective communicator with good leadership and interpersonal skills.  Ability to work in a timely manner.  Ability to work on own initiative.  Ability to prioritise care/ client needs.  Computer literate.
